The Benazir Income Support Program (BISP) under the Ehsaas Kafalat initiative has once again rolled out its latest payment cycle for 2025. And with it, both good news and bad news are hitting beneficiaries hard especially women receiving regular payments or those who recently received Rs. 5000 through the PM Relief Package.

Good News for BISP Kafalat Program Beneficiaries
The latest installment of Rs. 13,500 under the BISP Kafalat Program has started disbursing from Friday. The second phase of payments will officially begin from Monday onwards across all remaining districts. The payments will only be distributed through designated retail shops, and not through camps like before.
If you’re a regular BISP beneficiary, or if your children are registered under the Benazir Taleemi Wazifa, then you’re likely to receive both your payment and the educational stipend together. Many women have already seen the extra amount added to their total disbursement.

Bad News: ID Cards Blocked for Some Women
Here’s the twist: many women who received Rs. 5000 under the PM Relief Package are now facing blocked ID cards. They are now ineligible for the new installment of Rs. 13,500. This happened mainly for two types of women:
- Those who received the Rs. 5000 through EasyPaisa or JazzCash.
- Those with increased PMT (Proxy Means Test) scores. Their poverty score rose above the eligibility threshold due to the one-time payment.
If your CNIC is blocked, you’ll see a “Blocked” message in red when you check your status on the validation portal.
Who Will Still Get BISP Kafalat Program Payment Rs. 13,500?
- Women who received Rs. 5000 using the device at the payment site or retail shop, not via JazzCash or EasyPaisa.
- Those who completed their Dynamic Survey on time and kept their PMT score within the eligibility range.
- Regular BISP beneficiaries whose ID cards are not blocked.
If you’re unsure, it is highly recommended to check your CNIC on a device at the payment center. Sometimes payment doesn’t show up on the portal but appears on the device directly.

Important Warning: Last Date for Dynamic Survey is 30th June
The government has sent multiple messages urging women to complete their dynamic surveys before 30th June 2025. If you haven’t done so, your future payments under BISP will be permanently stopped.
Women who received notices or whose three years of support are now complete must re-verify their data, fingerprints, and income levels through the Dynamic Registry.
How to Check Your Total BISP Payment?
The 8171 portal is currently offline, so you can’t check payment details online.
But here’s what you can do:
- Visit your nearest retailer shop and ask them to check your CNIC on their device.
- Ask for a printed slip after receiving your payment. This slip must mention your total amount, including Taleemi Wazifa if applicable.
- If a retailer refuses to provide the slip, you have full rights to file a complaint against them. Giving payment slips is now mandatory as per BISP regulations.
Also, if your number is active and registered in the Dynamic Survey, you’ll receive an SMS confirmation of the amount right after the transaction.

Districts Covered in BISP Payments Phase 2
Phase 2 of the 2025 payment rollout now includes all remaining districts such as:
- Muzaffarabad, Hattian, Neelum, Kotli, Gilgit, Skardu, Chitral, Swat, Malakand, Kohistan, Haripur, Lahore, Faisalabad, Karachi, Larkana, Dera Ghazi Khan, Multan, Hyderabad, Rahim Yar Khan, and many more.
This means the payment process is now active nationwide. You just need to check your eligibility and collect from your nearest payment point.
